Randy Oliver still making news in Surprise

It’s been a month since former Peoria City Manager Randy Oliver was fired without cause from his job in Surprise, Arizona. When Oliver left Peoria, part of his severance agreement was that neither he nor the City could talk about why he left, including whether he resigned willingly or was asked to resign. No such gag order was included in Oliver’s walking papers from Surprise, and one council member there — Sharon Wolcott — is telling the press there exactly why she voted to terminate the City Manager after just two years:

Mr. Oliver is a good technician, but he was not the right choice to lead this effort moving forward. He possessed the technical skills to manage day-to-day affairs of an organization such as ours, but he clearly did not possess the personal skills to resist bullying from “above.” He regularly chose to take direction from a select few.

Until people who hold the title of mayor, council member and city manager understand and embrace their respective roles, lines will be crossed and a culture of discord will hamper our ability to move forward. The roles are clearly defined in ordinance. An effective manager knows how to unify differing viewpoints from a policy perspective and resist interference by a mayor or any member of the City Council.

Asking for special favors, new programs or directing staff time is a common practice at City Hall and may seem harmless enough at first. But each time a member of the council or the mayor crosses over into the management side of city government with a special request, there is a cost associated with it. There is rarely a plan to integrate these pet projects into the greater vision of the city, rather only to move it forward under the radar of the budgetary process. This can only lead to an unequal footing with individual members of the council and mayor. In short a good manager should say just say “no”.

My vote to terminate Mr. Oliver’s contract was cast after repeated attempts to counsel him about engaging in political manipulation, only to be asked to participate in the Machiavellian games. While these tactics are not illegal, they do damage to the character and fabric of the organization.

Bullying and intimidation are tactical choices, but they are not healthy strategies to achieve a goal. The health of our city, our residents and our employees heavily lies in the hands of a city manager who focuses on the people and the long-term needs of a community. Unfortunately, Mr. Oliver was not the right person for the job moving forward.

Oliver had a response to that in The Arizona Republic:

Oliver, in an e-mail to The Republic, stated that he had a choice to have his employment discussed in public or behind closed doors in executive session. He chose a public forum.

“It was my decision to have the discussion last week about my tenure in Surprise held publicly as I had nothing to hide and believe in transparency,” he wrote. “Some council members, however, now believe they must defend their actions. The proper time was during that public form when a free exchange could occur.”

He added: “I have always treated all council members equally with all getting the same information at the same time. The council needs to determine how they best work together as a cohesive unit and determine their individual roles to move the city forward. I wish them well in this endeavor.”

It should be noted that the Surprise city council voted 4-3 to terminate Oliver, showing that the council was clearly divided. Surprise Mayor Lyn Truitt was quoted in the same article criticizing Wolcott’s letter, saying her complaints against Oliver are too vague, and that the press is the wrong place to make her accusations.

Also of interest, it appears that Oliver never signed his severance deal. He was fired March 25, and hadn’t signed the deal by April 21, so at the April 22 Surprise City Council meeting, the council gave the interim city manager authorization to execute the severance agreement without Oliver signing off on it.

Council retreat rescheduled for May 5

The Peoria City Council retreat was originally scheduled for Saturday, April 24, but was rescheduled at the request of City Manager Scott Moore. “I had asked the Council to consider rescheduling the retreat due to several of their colleagues having a conflict and would not be attending the session,” Moore explained. “I felt it would be important that all the Council members attend the session to weigh in on the budget and establish key strategies for staff and I to work on this upcoming budget season.”

So the new date is Wednesday, May 5, according to Moore. The time has not yet been announced, but weeknight special meetings usually start at or around 5 p.m. Presumably the agenda will be similar to the one released for Saturday’s meeting:

New city manager may come from Wichita

Scott-MooreAccording to a breaking news story in the Wichita Eagle newspaper, a finalist for the Peoria City Manager position is Wichita’s Assistant City Manager, Scott Moore.

[Wichita] Vice Mayor Jim Skelton said today that Moore has indicated he will likely leave Wichita for the job.

. . . Peoria Mayor Jim Ardis and Councilman Gary V. Sandberg would not confirm they are negotiating with Moore. But they confirmed that he is a finalist.

They said the Peoria City Council will negotiate with the finalist and vote on a contract, most likely at their next council meeting Aug. 25.

Moore got strong endorsements from Ardis and Sandberg.

“Scott, in particular, has a very strong background and experience working in a big city like Wichita, which is helpful,” Ardis said.

Moore’s experience with tight budgets, such as the one he and other officials faced this year, is attractive, Ardis said.

. . . “We feel that Scott’s experience in that realm will be very good for us,” Ardis said.

Sandberg visited Wichita several weeks ago and was impressed with the city.

He said his questions are about why Moore and other Wichita officials didn’t more closely vet a Renaissance Square developer who had several lawsuits for nonpayment of bills and bounced checks.

Moore was interim city manager at the time, though Director of Urban Development Allen Bell accepted the blame for not relaying background information to council members.

Moore was also the Interim City Manager of Wichita while the city searched for a new City Manager. According to an October 2008 Kansas television news story, “[Wichita] city policy doesn’t allow the interim city manager to also apply for the [city manager] job.” According to the story, Mayor Carl Brewer said Moore “was given the option of taking the interim job or applying like everyone else.” Since then, Moore was a finalist for the city manager position in Corpus Christi, Texas, but (ironically) lost to Corpus Christi’s Interim City Manager Angel Escobar. Before the job went to Escobar, and Moore was still a finalist, the Corpus Christi Caller-Times published a glowing profile of him:

Former Wichita Mayor Carlos Mayans said Moore faced some political turmoil in the city.

“Scott always handled that with a quiet demeanor,” he said. “He’s not a confrontational person; he’s about getting the job done. The world of the big-city managers is a world of egos many times. I don’t believe you will see that in Scott.”

He worked to entice businesses to Wichita and redevelop its downtown, planned repairs to the city’s failing infastructure and oversaw expansion at the city’s airport and rail system.

Hmmm… Expansion of the rail system…. Sounds promising! The Caller-Times also added a little more info on why Moore took the Interim City Manager position with Wichita: “Wichita city officials already told him he wasn’t qualified to hold the post full-time, the standard rejection he had heard before.”

Here’s a quick bio on Scott Moore from a City of Wichita press release when Moore was appointed Interim City Manager:

Moore was the top administrator for the City of Ellsworth [Kansas] from June 1997 to June 2005 when he became Wichita’s Assistant City Manager of Operations….

Moore is a native of Bastrop, Texas. He attended college at Southwest Texas State (known now as Texas State), where he earned a business administration degree in 1994. He played wide receiver for the Division I Bobcats. In May 1999, Moore earned a masters degree in public administration from Wichita State University while serving as the top administrator for Ellsworth. Moore’s achievements in Ellsworth include uncovering a high-profile embezzlement case, negotiating an $800,000 legal agreement with the Kansas Department of Transportation and securing future financial commitments to assist the city-owned visitor center.

His honors include being named Ellsworth’s Chamber of Commerce Citizen of the Year in 2003. In 1999, Gov. Bill Graves presented him with a certificate of recognition for becoming Kansas’ first African-American city administrator. He also coached middle school basketball in Ellsworth. In 2007, the Wichita Business Journal selected him as member of its coveted “40 Under 40” honorees. Moore currently sits on the board of the Boy’s & Girl’s Club of South Central, Kansas….

Before Ellsworth, Moore worked four years as a budget analyst for the City of Austin, Texas, which is near his hometown. He is married to Tammy, a native Lyons; they have two daughters.

If hired, Moore would replace Peoria’s Interim City Manager Henry Holling, who was appointed in January 2008 within a couple of weeks after former City Manager Randy Oliver’s departure. Oliver is now the City Manager of Surprise, Arizona. The City Council started a search for a new City Manager last year, but then suspended the search until after the latest municipal election.

For the past five months the City Council has been engaged in an intensive search process for a permanent City Manger. The process produced several excellent candidates. We interviewed three well-qualified individuals. One candidate was a consensus choice of the council. Two weeks ago the City Council offered the position to Mr. Eric Stuckey, Assistant County Administrator of Hamilton County, Ohio (Cincinnati). Mr. Stuckey was very impressed with the opportunity in Peoria and visited with us on two occasions. He was also interviewing for a similar position and in the end he selected a position in Franklin, Tennessee because of family considerations.

Based on past City Manager search experience, and with the advice of our consultant Jim Mercer, the City Council has elected to postpone further search activities until after the first of the year. The coming holidays, ongoing national economic concerns and local spring elections would all suggest suspending the search a couple months.

The City is fortunate to have a seasoned administrative team in place with leadership by Interim City Manger Henry Holling. The City Council and staff have continued to move Peoria city government forward. Important projects and critical services are progressing. We will have a balanced budget for 2009 in very challenging economic times with no service cuts and no tax increases.

Our plan is to continue the present Interim City Manger arrangement and remain focused on our vision of an excellent quality of urban life … vibrant, progressive, diverse and welcoming.
