Superintendent Ken Hinton to retire Dec. 2

The following email was sent out to District 150 staff members at the end of business today (this is copied and pasted with no omissions, not retyped):

It is with a heavy heart that I announce my retirement effective December 2, 2009. This decision to retire earlier than my established date of June 30, 2010 is my determination.

It is because of personal and family reasons that I have decided to retire in December of this year as opposed to June, 2010. For too long I have not taken care of my health and not given my family the time that they so richly deserve. It is time for me to concentrate on getting my health back and spend time with my wife, children, and grandchildren.

A special meeting is scheduled for next Wednesday, October 14, to appoint an interim superintendent. My sources say that retired Morton School Superintendent Norm Durflinger will be appointed. Durflinger recently served as District 150’s interim Controller after the departure of Guy Cahill.

And speaking of District 150 . . .

District 150 has hired yet another consultant.

Jeanne Williamson, an assistant superintendent of school operations at District 150 before she left in 2002 to become superintendent of Dunlap School District 323, was hired as a consultant. She retired from District 323 at the end of June.

Williamson’s job will be to devise a plan to reconfigure the district’s high schools, board President Debbie Wolfmeyer said. […]

Williamson is to be paid $350 per day up to a maximum of 120 days.

Given the number of administrators and consultants already on District 150’s staff, is there honestly no one in house who can do this job? Like, for instance, Ken Hinton?

Latest D150 happenings; Hinton on “At Issue”

Parents, teachers, and other concerned citizens will be protesting at 5:30 tonight in front of the District 150 administration building on Wisconsin. They’ll be protesting against plans to close schools — especially a high school yet to be named — in order to plug the district’s budget gap. Also scheduled tonight is a public hearing on the district’s plans to issue $38 million in bonds. A revised estimate by the district indicates that this bond issuance will raise property taxes 23 cents (down from 25 cents in an earlier estimate) per $100 equalized assessed valuation.

District 150 Superintendent Ken Hinton was on WTVP’s “At Issue” Thursday night (replayed Sunday afternoon) along with the superintendent of Normal District 5. A few comments I found most interesting:

  • Hinton stated that he’s been looking at reducing administrative staff “all along,” and that he’s planning to eliminate vice principals. Then he made some equivocal comment that he might not be able to do that this year because of school closures increasing the enrollment at remaining schools.
  • Hinton said that, contrary to popular belief, the district is not top-heavy with administrators, and that he hopes that any administrative positions eliminated now will just be temporary — i.e., that they’ll be able to add those positions back eventually.
  • While he declined to get more specific, Hinton said that “the two schools will be combined.” So, as predicted, it sounds like Manual is safe from closure, and that the district is still looking to combine Central and Woodruff. It’s just a question of which building will house them.
  • Hinton also said they are looking at establishing an alternative school, but didn’t give any specifics other than this one would be bigger than ones they’ve had in the past.
  • Hinton said the new Glen Oak campus is “on the small side” — only 12 acres, whereas the Harrison school campus is 22 acres. When H Wayne Wilson asked him if that was kind of big, Hinton responded, “that’s what they all should be.” He said the research shows that “the outdoors” is important to education — that it increases test scores and makes kids less aggressive. I’ve mentioned this before, but it’s worth repeating: Sterling Middle School has a 26-acre campus — larger than even the new Harrison School campus — yet their test scores are abysmal, and the school was the site of a brutal beating of a boy on the basketball court in 2006. There is no evidence that increased acreage improves student achievement; that theory has been debunked many times, yet Hinton still clings to it, citing district consultant Dr. Judy Helm as his only source.

On a side note, I wish WTVP would put the latest “At Issue” programs up on its website. The last one they have up is from February. I’d like to watch the show again, since I missed the beginning of it both times it aired.

McArdle sues D150 (UPDATED)

As promised, Lindbergh Middle School Principal Julie McArdle filed suit against District 150 (PDF Link click here to read it) after being fired Monday — and it covers a lot more than just misappropriation of funds. The suit is filed against District 150, Superintendent Ken Hinton, Human Resources Director Tom Broderick, and Academic Officer Mary Davis.

Six incidents are alleged:

  1. “Misappropriation of School Funds for Teacher’s Aide to Pay an Unpaid Student Teacher and Refusal to Spend Funds Authorized for Teacher’s Aid”
    The story here is that teacher’s aides get paid, but student teachers do not. In this case, there was a woman who had worked as a teacher’s aide at Lindbergh who was also taking classes at Eureka College to become a teacher. When it came time to do her student teaching, she wanted to do so at Lindbergh. Mary Davis allegedly instructed McArdle to continue paying her as if she were still a teacher’s aide, even though she was actually student teaching. There were two problems with this: (1) it was an unauthorized expenditure of funds on District 150’s part, and (2) it violated the student teacher’s contract with Eureka College.
  2. Falsification of Student Addresses to Deny Poorer Students Their Right to Opt Into Lindbergh Middle School Under the No Child Left Behind Act
  3. Three children who did not live within Lindbergh School’s boundaries were allowed to attend without getting the proper boundary waivers. Instead, McArdle was instructed by Davis to list a false address for these students. “The result of the falsification of the three out of boundary students addresses in the District 150 records denied three poorer children the right to opt out of their school to attend the non-failing Lindbergh Middle School – which had the wealthiest residence and was the best Middle school in District 150 under the No Child Left Behind Act.”

  4. Weekly Attendance at Lindbergh School by Private Counselor for Fees Paid by the Parents of the Students Contrary to District 150’s Obligation to Provide a Free Education
    Mary Davis was allowing a private counselor to provide services for a fee. Parents of students were expected to pay the counselor directly.
  5. Report to Superintendent and Peoria Police of Theft of District 150 Funds and Authority
    The claim is that Mary Davis got a credit card in the name of Lindbergh Middle School without the knowledge of or approval from the district. Purchases and cash advances were made, and a $4,000+ payment was made on the card from the student activity fund for “miscellaneous items.” The itemized activity fund report for those “miscellaneous items” is missing.
  6. McArdle’s Report of Mary Davis’ Misconduct and Theft of District Funds to Superintendent Hinton and Board Vice President Deb [Wolfmeyer]
    It was reported via e-mail and had specific names and amounts listed. Nevertheless, when Hinton reported the apparent theft to the police, he said the person responsible was “unknown” and that it was for less than $300.
  7. Policy Making Agents of District 150
    This section says that Davis, Hinton, Broderick, and the D150 Board interfered with McArdle’s employment, resulting in her wrongful termination.

The suit alleges violation of McArdle’s rights to free speech, violation of the Illinois Whistleblower Act, and breach of contract. She’s asking for $550,000 in damages, plus attorney’s fees, and reinstatement to her job.

Will D150 let search firm finish its work this time?

From the Journal Star:

A committee appointed to begin the search for District 150’s next superintendent will recommend the School Board hire . . . Hazard, Young, Attea & Associates to find a replacement for retiring Superintendent Ken Hinton.

This is the same search firm that was hired for nearly $20,000 in 2004 to find a replacement for ousted superintendent Kay Royster. But before they could complete their work, the District 150 board decided to hire Ken Hinton, even though he wasn’t qualified for the job at the time. The Journal Star reported on Feburary 1, 2005:

Without a public vote or notice, the District 150 School Board seems to have stopped searching for a new, permanent superintendent and has given its search firm the impression that the current superintendent arrangement will be permanent.

In a Jan. 29 e-mail response to the Journal Star stated that plans to bring superintendent candidates to Peoria for interviews have been dropped.

“We have a slate of competitive candidates we were planning to present to the board on Jan. 7 or thereafter,” he wrote.

“It is our understanding that will be the permanent arrangement. We regret that other candidates were not considered,” he stated. […]

A letter of agreement between the board and the search firm says the firm will be paid $19,500 plus expenses and does not contain a cancellation clause.

Schock said the board was still “looking into Hinton’s status. We’re finishing that up right now. Then the board will have a decision to make.”

Hinton has never completed the college courses required to be certified as a superintendent in Illinois, but several board members have expressed support for him to be named permanent superintendent.

Shortly after that, the board made it official. Here’s the Journal Star’s report from February 19, 2005:

The district hired a search firm to find candidates in September, but about three months later, some board members asked Hinton to consider the position. He began exploring his options and found the accelerated course at Western Illinois University. It starts March 11.

Board president Aaron Schock said the search firm’s contract will be terminated at Tuesday’s meeting. He said the firm performed half its duties and will get about $10,000.

Schock said he doesn’t consider this wasted money.

“I think it was the responsible thing for us to do at the time … (but) things change,” he said.

If the board hires this search firm (again) on the committee’s recommendation, I hope they let them complete their work this time. That was one of the most irresponsible decisions District 150 ever made — to throw $10,000 down the drain and hire someone unqualified for the job. Let’s hope that part of history doesn’t repeat itself.

Also of interest is that the choice of Hazard, Young, Attea & Associates was controversial in 2004 because of a past superintendent placement of theirs:

In November, the relationship between the search firm and some board members soured when they learned the search firm previously placed ousted Superintendent Kay Royster in her former job at Kalamazoo, Mich.

Let’s hope that part of history doesn’t repeat itself either!

Audit shows budget errors and omissions at D150

Holy Toledo. I don’t generally read the Peoria Story blog, but Billy Dennis quoted a portion of this post, and it was so shocking I had to read more.

I’ve read past District 150 audit reports (available here*), and they’ve always been bad — bad enough that it makes me wonder why in the world Guy Cahill is still employed by the district. For example, here’s a note from the June 30, 2007 audit report:

In an ideal control setting, the District would have personnel possessing a thorough understanding of applicable generally accepted accounting principles staying abreast of recent accounting developments. Such personnel would perform a comprehensive review procedure to ensure that in the preparation of its annual financial statements that such statements, including disclosures, are complete and accurate.

And this:

The overall internal controls over the District’s accounting system are not adequate to ensure that misstatements caused by error or fraud, in amounts that would be material to the financial statements, may occur and not be detected within a timely period by employees in the normal course of performing their assigned functions.

That was the second year in a row the district got that last note. The 2006-07 audit was also the one that reported the district’s misallocation of over a half million dollars in Title I funds. But evidently the latest audit report takes the cake:

“The November 14, 2008 audit report, prepared by Clifton Gunderson LLP, for the 2007-08 school year, shows the District #150 administrators failed to budget $10,410,849 when budgeting for Teachers Retirement Service (TRS) pension contributions. […]

“This was not a new expense – the district has been budgeting for “on-behalf of” contributions to TRS for years. Their actual expenditure for this item during the 2006-07 school year was $7,264,468. How did they “forget” to budget over $10 million in expenditures – and revenue – for the 2007-08 school year?

“Further, how and why did the TRS provision grow over $3 million in one year? Did teacher salaries increase so much in one year that 10% of that increase amounted to $3 million?

Since the revenues and expenses for “on-behalf of” contributions to TRS effectively cancel each other out, the issue is more about transparency than anything else. If the public were to see that this fund grew by over 43% in one year, they might start asking questions — like, “why is that amount rising so dramatically?” and “what other information is the district hiding?” With omissions this great, how can we believe anything the school administration says about the budget and the need to close a high school? Incidentally, the “on-behalf-of” contributions are not on the 2008-09 budget that was submitted to the Illinois State Board of Education (ISBE), either.

Something I’ve always wondered is how District 150 can keep sending incomplete reports to the Illinois State Board of Education (ISBE). For instance, the last three years (2006-2008) of the district’s Annual Statement of Affairs (available here*) leaves required information completely blank, including salary schedules and non-salary payments over $2500. It is required by the State that the district report this information, and yet it hasn’t for multiple years, keeping taxpayers (and the State regulating agency itself) in the dark. With as many administrators and consultants as District 150 has, surely someone could be tasked with completing required reports.

These questions deserve answers. The information reported on Peoria Story has been forwarded to District officials. It will be interesting to hear their response.

*Note: If you want to look up the financial data or Statement of Affairs reports on the ISBE website, they’re listed by the district’s code number, which is 48-072-1500-25.

School board member suggests some “horse trading of civic assets”

Jim StowellPeoria School Board member Jim Stowell believes the new northern branch of the library is misplaced, and would be better located by Expo Gardens and Richwoods High School. He doesn’t think it’s too late to change locations, either, since no construction has begun yet. A little over a week ago, he sent this letter to Peoria Public Library Director Ed Szynaka, Peoria Park District Director Bonnie Noble, Peoria Public Schools Superintendent Ken Hinton, and City of Peoria Mayor Jim Ardis:

Congratulations to the Peoria Public Library for the much deserved recognition from the Alliance Library Systems for their work in, as PJS described 10/30 “nudging a plan through a laborious process” that ended with 72% supporting a $35 million referendum to upgrade the present system. Full disclosure, I did not support the referendum.

Since the passage of that advisory referendum, however, much has changed economically. While some might think the $1 million spent for 6 acres behind Menards is a worthy investment, I’d suggest that with the pace of growth slowing and no shovel of dirt yet turned on this project, that the leadership of the Library would be prudent stewards of community assets if they re-assessed where to allocate precious resources. Much as city leaders have started to address issues within the heart of our city through Impact Zones, I believe we need to construct a new library where it can serve the greatest good for our community. Councilman Spears offered an idea that was not given adequate evaluation. With ICC, Mid-State College, St. Vincent’s and several public schools within walking distance, a facility near Expo could serve as a catalyst for a north-end transformation that might head off diminished real estate values likely to occur.

While I write only as an individual and not on behalf of the school board, what would be the possibility if the Library could acquire land near Richwoods free? Add the possibility that the school district would consider titling the properties acquired on Prospect to the Park District. The ultimate end would be for the Park District to acquire, over time, other parcels and square off Glen Oak Park from McClure down to Frye. This would open up green space and eyes to what many don’t realize is there.

A caveat to the agreement would need to provide for housing the District 150 Chinese teachers. Given the financial challenges facing municipal entities, it would likely take many years for the Park District to acquire the entire frontage along Prospect and our Chinese teachers could remain good neighbors of the Park.

In exchange for those assets, the School District could take possession of the Lakeview Branch, with a Memorandum of Understanding (MOU for up to 30 years) that, through collaboration, the Public Library would remain open and a reading lab for students might also be established. Mentors for the reading lab could be sought from patrons. Usage could be monitored and a new “model collaborative library” might even develop.

In the end, the Library retains land where growth might occur in the next 30 years, and a “new” facility is more centrally located to serve multiple age groups and demographics. The siting could set off positive revitalization efforts throughout Exposition Gardens, with walking trails, etc. Lakeview would be enhanced and the District would have built-in mentor magnet.

In working together, the cost for the horse trading of civic assets – zero. The knowledge that the Library Board led other government entities and acted for the greater good: priceless.
