When it comes to earmarks, Illinois’ leaders in distributing largesse are Congressman Ray LaHood and Senator Dick Durbin…. Durbin and LaHood often work together to land earmarks for central Illinois including getting $40 million to help pay for Springfield’s Abraham Lincoln Library and Museum.
