Passenger rail plans go from bad to worse

The Journal Star has a report on the latest passenger rail scheme dreamed up by the Tri-County Regional Planning Commission.

Essentially what’s now being pitched is a multi-stop commuter rail line running from Peoria’s airport to Bloomington’s, with stops in each city’s downtown area as well as in the bedroom communities between the cities.

And, before you object, there’s this:

Though there’s been some pushback and some doubt expressed by folks in the area, the time for laying the plans and attracting support needs to be now, [Tri-County transportation planner Kyle] Smith says.

So we all need to get behind this terrible idea, see? When faced with pushback and doubt, it’s best to make a clarion call for groupthink — especially when it involves lots of taxpayer money.

The original (and logical and good) plan for direct passenger rail service to Chicago was deemed too expensive because we’d have to fix up some existing track and it wouldn’t be high-speed. Now we’re talking about acquiring all new right of way, constructing all new track to make some of these connections, and slowing down the travel time to Bloomington/Normal by making a bunch of commuter stops. Really, what’s not to like about this slower, costlier alternative?

Peoria’s airport has free parking. Bloomington’s airport has free parking. Normal’s Amtrak station has free parking. Neither community is compact; both are sprawling metro areas. Neither community has frequent or convenient mass transit. It’s easier to drive in both communities than to take other transit alternatives. Translation: This passenger rail plan will not draw sufficient ridership to justify the cost of constructing and operating it. It will be much more convenient for people to drive.

Think about it. Pretend you live in Peoria and work at State Farm in Bloomington. You decide you’re going to take this swell new commuter train. You can catch it either at the airport or downtown, but odds are they’ll charge you to park downtown. So you opt for the free parking at the airport. Then you get on the train, and it takes you to the Bloomington airport — in about an hour and a half, maybe. You get off the train, and … how do you get to work? There’s no bus service between the airport and State Farm. You can walk (50 minutes) or bike (15 minutes). But there are no sidewalks along Empire, and it’s a four-lane highway. So, given the time and obstacles, and the fact that you can drive to work in 45 minutes door-to-door with free parking, maybe the commuter train isn’t going to be your best option.

In contrast, Chicago does not have free parking. While large, downtown Chicago is a compact urban area. It has frequent and convenient mass transit. It’s easier to take other transit alternatives than to drive. Plus, it’s a major transportation hub. And Chicago is a destination city. That’s why direct passenger rail service to Chicago would have sufficient ridership to justify its establishment and operation.

But hey, TCRPC, don’t listen to any “pushback” or “doubt” you may be hearing. It’s only taxpayer money. Let’s see if there’s anything else we can come up with to make this idea more inefficient and unlikely to succeed. What if we put the train station someplace where it can only be accessed by ferry?

Hey, Tri-County Regional Planning Commission: Get together behind Peoria to Chicago direct rail service

Here we go again. The old Peoria-to-Bloomington commuter train idea is apparently still on the table over at the Tri-County Regional Planning Commission. Let’s go over this again:

Nobody wants to take a train to Bloomington. The only reason anyone would ever take a train to Bloomington is to continue on to Chicago or St. Louis. And if their ultimate destination is elsewhere, they’ll just drive to Bloomington to catch the train. Bloomington has free parking and virtually no traffic congestion. So a Peoria-Bloomington route is doomed to fail.

Peoria to Chicago, on the other hand, would be a heavily-traveled route. Since Chicago would be the ultimate destination for most train trips anyway (they’re a major Amtrak hub, unlike St. Louis), it makes sense to have a direct route from Peoria. Those in the tri-county area could avoid the commute to Bloomington to catch the train, as well as avoiding the traffic congestion and high cost of parking in Chicago.

Look at it this way: imagine we’re talking about air service instead of train service. Can you imagine anyone seriously suggesting that the best we could do is to offer commuter flights to Bloomington for those who wanted to continue on to Chicago (or any other destination)? With a layover? Where you have to switch planes and transfer your own bags? Would anyone buy a ticket on that flight? No. And they won’t take a commuter train to Bloomington, either.

We need our legislators to start fighting for Peoria transportation options instead of fighting against them. You would think we’d be in a great position having a home-town boy as Secretary of Transportation, and yet LaHood is the biggest obstacle. He’s never supported train service for Peoria. In fact, he’s been downright ornery opposing it. Why? Does Caterpillar not want train service to Peoria or something? And what about Durbin? He supported the Quad Cities in their effort to get passenger rail service–why isn’t he doing more to push Peoria’s effort? Where are our advocates?

The Greater Peoria Area is the third-largest metropolitan statistical area (MSA) in the state. There’s demand for passenger rail service here. Instead of the Illinois Department of Transportation giving away millions of dollars to build new and unsustainable roads through cornfields (Orange Prairie Road extension, Pioneer Parkway extension), why don’t they put that money toward a responsible and sustainable mode of transportation that would help the whole region: direct passenger rail service from Peoria to Chicago?Откъде да купя икона

Passenger Rail task force members include former Peoria mayor

Richard Neumiller, former mayor of Peoria and member of the now defunct railroad commission, is on a new passenger rail task force put together by the Tri-County Regional Planning Commission (TCRPC). Neumiller was appointed by Mayor Jim Ardis to represent Peoria on the task force. Here is the full list of task force members, provided by the TCRPC:

If you’re counting, you may notice that there are 22 members (not including ex-officio members), not 21 as stated in the Journal Star the other day. For more information on the Illinois River Valley Council of Governments, see the TCRPC’s overview here.

I caught up with Terry Kohlbuss, executive director of TCRPC, and we had a good discussion regarding the task force’s plans to establish a link between Peoria and Bloomington. On the positive side, they still see a direct passenger rail connection between Peoria and Chicago as the ultimate goal. That’s important, because it means they are still awaiting the Amtrak-IDOT report and are not trying to second-guess its conclusions. However, where we disagree is on the strategy for meeting that ultimate goal. As stated in my previous post, the task force wants to pursue a link with the Bloomington Amtrak station first — starting with carpooling, then vans, then buses, then a passenger rail shuttle, and eventually direct service via Bloomington to Chicago.

I still fear that such a strategy is too risky. Rail service from Peoria to Bloomington will not produce high ridership, and given the cost of establishing Peoria-Chicago service, low ridership between Peoria and Bloomington could be used by politicians to justify killing passenger rail here before a direct link to Chicago can be established. I’m afraid decision-makers would not conclude that Peoria-Bloomington service is unpopular, but that rail service in general is unpopular and unsupported. That would be a real tragedy that would set Peoria back thirty years.

A better strategy would be to establish direct service between Peoria and Chicago first — which will produce high ridership numbers — and use that success to add more rail lines in the future, perhaps even an east-west route like the one being proposed by the task force, especially if it could be extended to Champaign.
