Got to agree with mdd on this one. The answer is self-evident. You put the resources where the need is greatest.
Two follow-up questions:
1. Why is the need greatest south of Forrest Hill?
2. How successful has the city been at enforcing codes south of Forrest Hill?

2. They try, but when you have people that don’t care (not all people, but enough)combined with people with no money to pay the fines in the 1st place…
rental inspections are geared by ordinance for houses built before a certain year. The majority of those homes are in areas noted in the inspections map.
For having 11 code inspectors you would think it would be a whole lot nicer down here.
The code inspectors barely make a dent in the amount of work out there. They are overwhelmed with the number of violations and really aren’t able to handle them all. That leads to them addressing either the most visible (not necessarily the worst violators) and/or those where complaints are received.
As to why south of Forest Hill, it all has to do with the age of the housing stock. Homes in that area are simply older than those further north and take more to maintain and upgrade. Plus in some parts of Peoria south of Forest Hill, homeowners have very limited funds to spend on maintaining their homes – thus more violations.
I suggest that they wouldn’t be “overwhelmed” if building and other codes were actually enforced against scumlords, who operate as if they have friends in high places in city administration. I’m not saying that the fix is in, but for all the lack of progress, the fix might as well be in.
C.J. you should spend an afternoon at housing court and you would quickly come to understand how this city works. The only people who get who show up are those who are to poor or to dumb to get out of it. Why is it that all the big slum lords never seem to get writen up? I have a picture of two houses in the same block, one had a tiny bit of peeling paint on the front porch but as a whole looked great, the other had not been painted in many years and had little paint left on it. Guess which one got the citation?
For anyone who does not know how the city works the single mother in the good looking home was writen up. The guy who owns the the other home has the contacts to make sure that they will never have to go to housing court.
