Subject: LANDLORD LICENSING

Council Member Bob Manning will hold a meeting on April 8, 2006, from 2:00 p.m. until 4:00 p.m. at Peoria City Hall, in City Council Chambers, to discuss the possibility of requiring landlords to be licensed.

The meeting is open to the public and the community is encouraged to attend.

  1. Another back door tax increase / bureaucracy increase. Totally unnecssary regulation. There are plenty of ordinances covering rental property, and there is an existing enforcement procedure and staff. Now, without duplicating that process, and, other than a fee ($ = tax), how do they decide who gets the license? Are people they don’t like (Chase Ingersoll?) automatically excluded, or do they take his money and then deny the license? True, other professions are licensed, primarily by the State, but those are generally for full-time professions, not investors/part-timers, like most landlords. Finally, if the City licenses landlords, what is next? Waitresses? Grocery shoppers? Little League players? Bloggers? This Hearing is another waste of taxpayers’ money, and if passed, this regulation will only increase costs to renters. Or do you really believe that landlords are not going to pass this along as another cost of doing business?
