Guest Editorial: Response to Riggenbach’s East Village TIF article

Editor’s Note: The following editorial was written and submitted by Frederick E. Smith, a resident of the East Bluff. It’s a response to Councilman Tim Riggenbach’s Spotlight article that appeared in the Journal Star over the weekend. The views expressed by guest contributors do not necessarily reflect the views of the editor.

I read yesterday’s comments by Councilman Riggenbach in the Journal Star and honestly had to wonder if we were looking at the same EVGC TIF. There were many half-truths that need to be cleared up if this TIF is to be considered fairly.

Yes, the City of Peoria has established a Citizens Advisory Council that serves at the pleasure of his honor the Mayor. This council consists of two City representatives, one County representative, one District 150 representative, two OSF representatives, and three members at large, one from each of the affected City Council areas, who are also appointed by the Mayor, and not by their respective Neighborhood Associations. This Advisory Committee “shall only serve in an advisory capacity to the City Council.” So not only are the neighborhood representatives outvoted 2 to 1 by the government and business members, but the committee itself lacks any authority whatsoever as to the outcome of the decision to implement the TIF. And yes, Tim, State Law is very specific about the requirements to establish a TIF, and also about how the funds may be used once it is established. As confirmed by Corporate Counsel Randall Ray at the “TIF 101” meeting when Mr. Combs from Springfield spoke, the City Council may use TIF funds from one area to pay for projects in other areas, at their discretion. In other words, the City Council might decide to use TIF funds to pay off other things, like the failed MidTown Plaza TIF you mentioned. Once enacted, the area residents who are paying the bills (myself included) will have no say in how that money is spent. There is no guarantee that the money will end up going to the projects you mentioned, like the rehabilitation of private homes on the East Bluff. And speaking of that, since we already live in a Special Service Area where the East Bluff Neighborhood Housing Services, Inc. (a 501 (c) (3) organization that intends to spend 48% of it’s 2011 budget in salaries) receives a sizable amount of tax dollars ($64,987.24 in 2009, up from $57,972.76 in 2008, the 2010 budget is not on file yet.) to provide low interest housing improvement loans to residents of the East Bluff (which according to the Board of Directors at their last meeting they have not done for the last two years), will these funds be added to the TIF funds instead, or will we be asked to contribute duplicate taxes to the City in order to complete the $42,585,488.00 in infrastructure needs and the $22,000,000.00 in rehabilitation of public and private fixtures as described on page 16 and page 1 of Appendix E of the Teska report? (By the way, Tim, if my banker was off by $10,414,512.00 in his estimates, I would be changing banks pretty quick.)

Last, but certainly not least, is the claim that no big project is pushing the development of the EVGC TIF. One look at the map shows the boundaries were deliberately drawn to include OSF St. Francis Medical complex and the entire Knoxville business corridor in the TIF. If this was only about the East Bluff, why not just stop at the Glen Oak border, go up Armstrong to Pennsylvania and straight across to Knoxville? Oh, wait, that would include the White School property that was recently acquired by OSF, wouldn’t it? The fact of the matter is that OSF intends to be a major player in the way this project is run, and will definitely require a substantial amount of public money to “improve” the area around OSF. Why else are they deserving of two seats on the Advisory Committee? Why else have they been vocal and present at every meeting? Their interests may have nothing to do with the desires of the residents of the East Bluff. Their interests haven’t been publicly aired, and until they are, we have no idea of how much money they will expect, or what they intend to do.

Yes, there is a possibility that the TIF might “turn around” the East Bluff area, make into the neighborhood we would like it to be, but the key to that is transparency and honesty, not half-truths and sleight of hand descriptions.

Entitlement mentality fostering discontent with the city

There was a meeting Wednesday at Friendship House where residents could talk with City and School District officials about their concerns. I was dumbfounded by this one:

Another [attendee] said she was worried for two of her younger children because of a lack of youth activities.

“After 5:30 (p.m.), there’s just nothing for them to do . . . when are you going to give them something to do to keep them off the streets, out of the gangs . . . and be part of the community,” the woman said.

First of all, I can’t believe someone actually said that. There are a lot of ellipses — perhaps she was misquoted or taken out of context. But if that’s an accurate representation of the question, God have mercy on our nation. Think about the philosophy described here: she believes the reason her kids are on the streets and joining gangs is because the government hasn’t provided sufficient youth activities. And “when are you going to give them something” exhibits a textbook definition of “entitlement mentality.” I wonder what she thinks her responsibility is, if anything, as the parent of her children.

That said, there are, in fact, plenty of free entertainment options. We just expanded the libraries in Peoria, so there is more opportunity to borrow and read good books. The libraries even have organized summer reading programs that include prizes. District 150 has just built two new schools with huge outdoor playground areas where kids can play basketball or baseball. The park system has baseball diamonds, tennis courts, frisbee golf courses, and other amenities. Lots of churches have youth activities. The Christian Center has bowling, pool, ping-pong, and other games at low prices. There is no shortage of opportunities for young people to entertain themselves in this city.

I wish someone would have pointed out to her that it’s not the City’s or the School District’s job to entertain her children. The City and School District don’t have the resources or responsibility to raise the children of Peoria — that’s the parents’ responsibility. We can and do provide a number of resources, but parents and children need to take some initiative to avail themselves of those resources.

Here’s the answer she got:

Riggenbach said with dwindling money that it could be difficult to fund such activities.

“I think it’s time the churches stand up and join all the forces, the park district and schools and hit this head-on,” Riggenbach said. “I don’t have an easy answer tonight but I do hear you.”

In essence, Riggenbach reinforced her entitlement mentality. He didn’t dispute it. He just said there wasn’t enough money or church involvement to provide those entitlements. Ironically, he’s a Republican.

Yes, Mr. Riggenbach, we were promised an IMAX

Former County Board member and current Third District City Councilman Tim Riggenbach is quoted in the Sunday Journal Star as saying “We were very specifically told it may or may not be an IMAX…. We were not promised an IMAX.”

On Saturday, March 7, 2009, Friends of Build the Block chairman Brad McMillan stated in the Peoria Journal Star: “If The Block is built, we will be able to experience: (1) A state-of-the-art 3-D IMAX theatre that will allow children to dive into a mystical, undersea world during the day and adults to watch current films in the evening….”

On the “Build the Block” website under “Frequently Asked Questions,” it states, “What will the Peoria Riverfront Museum include? The 81,000-square-foot Peoria Riverfront Museum will feature wide-ranging opportunities for learning, culture and fun, including a digital 3-D IMAX Theatre….”

The January 2009 “Build the Block” Newsletter stated this: “The Block’s IMAX Theatre will be a five-stories-tall, 3-D-equipped classroom kids will love!” And this: “‘At The Block, we’ll have even more to share, including expanded exhibits just for kids, a state-of-the art planetarium and a 3-D, digital IMAX Theatre,’ says Lakeview Museum President and CEO Jim Richerson.”

The March 3, 2009, Attendance Analysis put out by the museum group stated: “When analyzing the museum attendance projections listed above, it becomes apparent that the IMAX Theatre is assumed to be the primary generator of attendance at the new museum.” And this: “…museum planners are projecting 146,000 for annual attendance at the Peoria Riverfront Museum IMAX….”

Pay close attention to this one. The March 9, 2009, Sustainability paper published by the museum group stated:

On average, Lakeview Museum receives approximately $600,000 per year through earned income, including general memberships, gallery admissions, planetarium admissions, museum store, book court and book sales, museum schools and programs, and rental of museum space. This represents approximately 40 percent of total annual income. The remaining 60 percent of annual income, or approximately $900,000 per year, is categorized as support income. The support income is generated from the museum endowment, annual fund drives, exhibit sponsors, other miscellaneous fundraising events, and grants received from various foundations and governmental agencies.

In the proposed Peoria Riverfront Museum Pro Forma, the relationship between earned income and support income is shifted, with earned income now representing 65 percent of the total and support income representing only 35 percent of the total. This change is due to the presence of the IMAX Theatre in the new museum, projected to generate almost $1 million per year in operating income. The concessions area adjacent to the IMAX Theatre also would be a new source of income at the Peoria Riverfront Museum and is projected to generate close to $300,000 annually.

Finally, there’s this lengthy report from January 8, 2009, titled, “Report to the County Board – Peoria Riverfront Museum Policy Considerations.” It comes with a cover memo addressed to none other than “Timothy Riggenbach, Chairman, Finance Legislative Study Committee.” In the 241-page document, which I’m sure Riggenbach read, are the results of a phone survey conducted by the County, including the questions asked. Here’s one:

The Peoria Riverfront Museum will enhance educational opportunities for all of Central Illinois. The museum will house collections, a state-of-the-art planetarium, and an IMAX theater [emphasis added]. The adjacent Caterpillar Visitor’s Center will welcome visitors from around the world. The project will create 250 union construction jobs, and upon completion will generate nearly $14 million annually to our local economy. The museum project is 86% funded. To complete the project, would you support an increase in the sales tax of one quarter of one percent in Peoria County? This is 25 cents on every $100 of retail purchases.

The report also includes the “Proposed PRM Operating Budget (Stable Year)” which is replete with references to IMAX. Oh, and it also includes the museum’s pro forma which states in no uncertain terms, “IMAX Revenue.”

So, with all due respect, Mr. Riggenbach, yes, we were promised an IMAX, your historic revisionism notwithstanding. It was promised to us by museum officials in official public documents. Furthermore, IMAX was essential to the attendance and revenue projections that were used to sell the museum to the County and the community.

What’s most surprising is that Riggenbach’s statement went unchallenged in the Journal Star’s article. Promises of an IMAX are so well-documented, I can’t believe anyone seriously believes there’s a question about it. Perhaps Mr. Riggenbach and the Journal Star want us to believe the entire County of Peoria just imagined we were promised an IMAX — that it was some sort of mass psychosis. Maybe we were all hypnotized by aliens.

Riggenbach takes neighbors to task for opposing OSF

RiggenbachAt the last City Council meeting, the council approved a new institutional (N-1 zoning) plan for OSF St. Francis Medical Center. Part of the plan called for the future construction of an “energy center,” which is a euphemistic way of saying “industrial power plant.” Power plants are ugly, loud, smelly, and require no small amount of semi-truck traffic to supply. OSF took a look at this power plant and decided the best place for its future construction would be right next to a single-family neighborhood, on the edge of the N-1 zone.

Neighbors were alarmed. They contacted their councilman, rookie Tim Riggenbach, and signed a petition objecting to OSF’s plans to build a power plant next door to their homes. The council, however, approved OSF’s plans anyway and simply received and filed the residents’ petition without comment.

In the Journal Star’s Word on the Street column today, we get a little insight into Riggenbach’s thinking on the matter. It’s not pretty.

Third District City Councilman Timothy Riggenbach hopes opposition to OSF Saint Francis Medical Center’s wishes to someday build an “energy center” in the East Bluff won’t scare off other developers from being transparent in their future plans.

“I would hate to think developers will take the wrong lesson from this,” he said. “We want to encourage as much openness and transparency as we can.[…] If I lived there, I’d rather want to know about it now than have it sprung on me down the road,” Riggenbach said. “We can prepare for (the energy center) and make sure we have the right noise ordinances in place.”

Oh, I see, the neighbors shouldn’t have complained because now it might scare other developers into being less forthcoming in their future plans, is that it? That’s got to make the neighbors feel good. Not only did Riggenbach not support them on the council floor, now he’s publicly taking them to task for giving OSF such a hard time. One wonders what value there is in “openness and transparency” from developers if it doesn’t allow neighbors the opportunity to object to certain plans or negotiate changes.

It sounds like Riggenbach is saying, “Look, neighbors, developers are going to punch you in the stomach and you’re powerless to stop them. Now, do you want to know in advance that they’re going to punch you so you can brace yourself for it, or do you want them to punch you when you’re not looking? Those are your options.” Not an option, apparently, is negotiating a way that the neighbors won’t get punched at all.

If I were Riggenbach, I wouldn’t worry too much about what “lesson” developers take from this episode. I think the lesson was quite clear: The council is going to approve your project no matter how egregious it may be to the surrounding neighborhood. The council has been sending that message to developers for years, so why would they start fretting about it now? Just because of a little petition drive? Pshaw.

Akeson, Riggenbach advance

Voters in Peoria’s third district selected two candidates to face off in the April 7 general election: Tim Riggenbach and Beth Akeson. The final results were:

Only 113 votes separate the two advancing candidates. Voter turnout was only 7% — 943 people voted out of 13,479 registered voters. (In case you’re doing the math, there were four “under votes,” meaning four people didn’t vote for any of the three candidates.) Since the April 7 general election will also include a school board race and a sales tax referendum, turnout will likely be quite a bit larger.

It promises to be a close and interesting race.

Endorsement: Beth Akeson for City Council, Third District

Three candidates are vying to be the Peoria City Council’s third district representative: Beth Akeson, Kelley C. McGownd-Mammen, and Timothy D. Riggenbach. There is a primary on Tuesday, February 24, to narrow the choices down to two. The Journal Star Editorial Board is correct in their endorsement of Akeson and Riggenbach for the primary.

Beth Akeson and her familyI’m going to go a step further, though, and give you my endorsement for the general election, which will be April 7. I’m endorsing Beth Akeson for the Peoria City Council’s third district seat being vacated by Bob Manning.

Motivational speaker Joel Barker once said, “Vision without action is a dream. Action without vision is simply passing the time. Action with vision is making a positive difference.” This is what sets Beth Akeson apart from the other candidates: She has that rare combination of action with vision. And she will make a positive difference for the citizens of Peoria, especially in the third district.

Vision

First, Beth has a specific vision for the future of Peoria. It’s a vision that’s shared by many because it was shaped from lots of public input. The Heart of Peoria Plan was formed through a public process that included hundreds of participants: residents, business owners, city staff, and other stakeholders. Unfortunately, many candidates and even council members have not read the Heart of Peoria Plan or taken the time to really understand the vision that Peoria’s residents have developed. The result has been a lot of action without vision.

Beth Akeson has gone beyond simply reading the Heart of Peoria Plan. She has done extensive study on urban design. An understanding of how cities work gives her a strong foundation from which to make decisions. It allows her to see how the little decisions made today will impact the future of the city. It allows her to see through expensive, ineffective “magic-bullet” theories for city revitalization and focus on long-term, time-tested methods of urban planning that will lead to real revitalization.

An important part of Beth’s vision is the principle of inclusion and consensus-building. The reason why the Heart of Peoria Plan has wide support is because of the process that was used to develop it. It was an inclusive process. All the stakeholders had a seat at the table from the beginning. Every participant’s concerns were heard and taken into consideration. The final plan was worked out through consensus-building among these stakeholders.

Beth’s vision for representing the third district is the same. She believes in giving residents a seat at the table early in the decision-making process so their concerns can be heard and have an impact on the final outcome. Most projects in the city are presented for public input too late in the process to make any difference at all (for example, the recent downtown hotel project). Beth would work to change this culture of exclusion to a culture of inclusion.

Action

If there’s one thing I’ve learned about Beth from working with her on the Heart of Peoria Commission, it’s that she works hard. She took her appointment seriously and did a tremendous amount of research on the issues that came before the commission. She made phone calls, visited sites, sought out expert advice, talked to people who lived in affected areas, and more importantly, listened. Beth is a good listener; she seeks first to understand, then to be understood. I can tell you that I’ve personally witnessed this time and again — with city staff, business owners, residents, and other commissioners (including myself). She will bring this same level of commitment to her role as a city council member.

The Chairman of the Heart of Peoria Commission, the late Bill Washkuhn, recognized Beth’s hard work on behalf of the commission. He encouraged Beth to take her efforts to the next level. In an e-mail he wrote just this past December, he said, “Beth, continue to direct your energies toward the betterment of Peoria. Run for City Council.”

I lived in the third district for eleven years, from 1994 to 2005. It’s a diverse district with very diverse needs. I sincerely believe that Beth Akeson is the candidate that will make the biggest positive difference for her district and the city at large. I hope you’ll vote for her.

Beth Akeson to run for Third District council seat

I just received this e-mail from the vice-chairman of the Heart of Peoria Commission, Beth Akeson:

I have gathered the required signatures and completed the necessary paperwork to run for Peoria’s third district council seat.

These documents will be turned in tomorrow, December 15, 2008. I look forward to a positive campaign as I champion Peoria’s older neighborhoods, advocate for doing the right thing, for the right reason, in the right way.

In other correspondence, she also says she will be “an advocate for proactive policy.” Beth has served on the Heart of Peoria Commission since its inception in 2004, having been appointed by former Mayor Dave Ransburg. She ran unsuccessfully for a Peoria Board of Education seat in 2007. Beth has also contributed several guest editorials here at the Peoria Chronicle.

Current third district councilman Bob Manning recently announced he is not running for reelection. The only other candidate to formally announce a run for Manning’s seat is Peoria County Board member Tim Riggenbach. Candidates have until 5 p.m. Monday to file petitions, so more candidates may come forward.
